Patrick Leahy says Cuban officials have cooperated with US authorities in an investigation into the cause of symptoms that included nausea, dizziness and headaches. Of course, they may discuss things covertly amongst themselves, but you don’t qualify. So don’t dare to diss the Castros or Communism in casual conversation. 4. Don’t Blow Your Nose in Public Cubans consider this to be extremely rude. If you have a cold or allergies, it’s best to take care of things in private. 5. Don’t Fall for the Jineteros A Jinetero is a seemingly friendly local that suddenly charges you for assistance you didn’t really ask for. Some of these hustlers besiege you with hard-luck stories to guilt you into paying more money. This also applies to the escorts and prostitutes on the island who make a living off of lonely middle-aged tourists. 6. Don’t Forget to Bring a Few Gifts Local hotel staff and guides appreciate cash tips, but also things like shampoo, school supplies or canned tuna. Some airlines allow passengers to bring an extra bag full of sundries like this for “humanitarian aid” purposes. 7. Don’t Get Short Changed The official local currency is the CUP, however tourists have to use the CUC, but there's a 13% exchange fee when converting US dollars. Best to bring euros, Canadian dollars or Sterling. Also beware of Jineteros offering to exchange with you on the streets. Even shop keepers are notorious for short-changing and switching CUP for CUC! 8. Don’t Take Unlicensed Taxis Cuba’s streets are full of these: and some even operate as taxis. Many are not metered, so you’ll have to negotiate a fare upfront. Watch out for unlicensed taxis, you may be setting yourself up for a scam or robbery. 9. Don’t Forget the Cigars John F. Kennedy famously stocked up on 1,200 cigars before imposing the 1962 embargo. After 50 years, Americans can now legally bring back $100 worth of tobacco and alcohol. 12. Don’t Do Drugs Cubans can receive the death penalty for drug consumption. Tourists however can be sent to maximum security prison. Most important of all, don’t delay coming here. (18 Sep 2017) US technicians and personnel worked to restore operations at the US Embassy in Havana on Monday, repairing exterior structural damage caused by the fierce storm surge from Hurricane Irma last week. The embassy remains closed to all consular activities as locals and embassy personnel worked to restore the destroyed fencing around the property, reinstall security cameras on the roof and clean debris from the grounds. Thousands of anxious visa applicants are awaiting word on when the embassy might reopen for consular activities, while also closely monitoring the ongoing diplomatic spat between the US and Cuba which could lead to shuttering the embassy. The nearby park, which is normally packed with hundreds of Cuban visa applicants waiting for an interview with consular officials, is empty and the normally bustling streets around the compound are blocked off and empty. The prospect of the US Embassy closing over the ongoing dispute around unexplained incidents harming American diplomats left locals uneasy and concerned they will be cut off from their families in the US. US Secretary of State Rex Tillerson has indicated the U.S. might cut off diplomatic relations with Cuba over the incidents, in which dozens of staffers suffered physical harm after a potential "sonic attack." Cuba has denied any involvement and President Raul Castro has promised to investigate the incidents. A number of diplomats have ended their assignments in Cuba early because of the attacks that began in mid-November 2016 and stopped this spring, CNN reported. According to CBS News, the diplomats suffer from symptoms ranging from hearing loss and nausea to headaches and balance disorders. It is believed a sophisticated sonic weapon that operated outside the range of human audible sound was deployed either inside or outside the residences of U.S. diplomats in Havana, three U.S. officials told CNN. The residences were provided by the Cuban government. It is possible that the device generated infrasound, which is below the range of human hearing. It travels great distances and can easily penetrate most buildings. Low frequency infrasound can affect the vestibular system, while high powered infrasound can cause result in nausea and pressure in the chest. Meanwhile, high frequency ultrasound can damage the blood vessels in the ear canal. However, high frequency sound dissipates quickly over distance. Therefore, the device has to be close enough to in order to cause damage. WASHINGTON (Reuters) - The United States is cutting its diplomatic presence in Havana by more than a half and will warn U.S. citizens not to visit Cuba because of targeted attacks that have injured at least 21 U.S. personnel, a senior official said on Friday. “Until the government of Cuba can assure the United States of the safety of U.S. government personnel in Cuba, our embassy will be reduced to emergency personnel so as to minimize the number of U.S. government personnel at risk of exposure,” a senior State Department official told reporters. “Routine visa operations are suspended indefinitely,” said the official, who like others on a conference call with reporters spoke on condition of anonymity. He said non-essential embassy staff would be withdrawn as well as all family members. U.S. and congressional officials told Reuters on Thursday Washington was crafting a plan for a drawdown of staff from the Havana embassy in response to unexplained incidents that have harmed the health of some U.S. diplomats there. The Cuban government has denied any role and is investigating. But it has so far said it has been unable to determine the cause. The senior State Department official said that neither the United States nor Cuban governments had been able to identify who was responsible for the attacks but stressed that “the government of Cuba is responsible for taking all appropriate steps to prevent attacks on our diplomatic personnel in Cuba.” The partial evacuation, while depicted as a safety measure, may send a message of U.S. displeasure over Cuba’s handling of the matter and deliver another blow to former U.S. President Barack Obama’s policies of engagement with Cold War foe Cuba. Though Washington has not cast direct blame on Cuban authorities, Secretary of State Rex Tillerson reminded Cuban Foreign Minister Bruno Rodriguez in Washington on Tuesday of Cuba’s obligation to protect diplomats and their families. The symptoms of the 21 U.S. embassy personnel harmed included “hearing loss, dizziness, tinnitus, balance problems, visual complaints, headache, fatigue, cognitive issues and difficulty sleeping,” the senior State Department official said. “Because our personnel’s safety is at risk and we are unable to identify the source of the attack, we believe that U.S. citizens may also be at risk and warn them not to travel to Cuba,” the official added.

(21 Feb 2018) US lawmakers on a visit to Cuba are urging the State Department to restore embassy staff pulled from the country last year in response to mysterious ailments among diplomats and their families. The visit by several Democratic members of the Senate and House of Representatives comes ahead of a deadline for the State Department to decide whether to send back its personnel. Vermont Sen. Patrick Leahy says Cuban officials have cooperated with US authorities in an investigation into the cause of symptoms that included nausea, dizziness and headaches. Secretary of State Rex Tillerson said the symptoms resulted from "targeted attacks" and cut embassy staff by 60 percent in September. Tillerson is supposed to outline by March 4 whether he'll continue staffing the Havana embassy at reduced levels or consider sending some diplomats back. Leahy and others in the delegation told reporters Wednesday the cuts hurt ordinary Cubans as well as bilateral relations.
